Bree Proper has a government of sorts. Everyone gets along for the most part, but now and then some sort of governing body has to settle disputes. The following outlines the government system of Bree, more or less.
Offices
The figurehead and leader of Bree, ICly, is the Mayor, who is the Head of the Town Council. He is elected by the people and serves a specified period of time (OOCly, BAD calls for a new election whenever one is needed) as mediator and chairman of the governing body.
The Town Council is made up of the Guild Masters, as well as Barliman Butterbur and the Head Breeguard. These are the people to speak with if you have any IC complaints involving Bree as a whole.
The Council has a Town Meeting at intervals which they as a group decide. Citizens of Bree are welcome to attend these meetings.
The government is more honored in the breech than in the actuality, with most folks ignoring the official structure and taking their complaints directly to the Mayor.

Crime and Punishment
Mostly this is left up to whoever happens to be RPing the side of Officialdom at the time. Bree does have two jail cells, which are usable. Also there is community service, fines and various other punishments, limited only by the ingenuity (and irritation) of the punisher.
